Important InformationDO NOT CANCEL ANY EXISTING COVERAGE UNTIL YOU HAVE RECEIVED NOTIFICATION IN WRITING FROM YOUR NEW CARRIER THAT THE NEW POLICY IS IN EFFECT.
Plan benefits and limitations shown in this site are simplified from the actual plan provisions and are necessarily incomplete. Written documents describing the plans are available upon request and must be read and understood before purchasing a health policy.
Comments: All health plans are complex and contain many features and limitations that are beyond the scope of this web site. It is important that you understand these to make sure you get the most benefit out of your plan.
Plan limitations are outlined in the brochures printed by the health plans, and are covered in more detail in the Certificates of Coverage provided when a policy is approved. Brochures are sent upon request or automatically when we receive a completed application. A copy of a Certificate of Coverage can also be sent for your review.A policy can be returned within 10 days of receipt - more for some companies - for any reason and for a full refund. If you have not requested and read through the Certificates of Coverage before you applied for coverage, please use that time window to do so.
All policies and health plans are issued by their respective companies and only upon review of the completed application forms by the underwriting departments. The underwriting departments will frequently request additional information from medical providers before they can make a determination about insurability. This may add extra time to the underwriting process. Halper Insurance Services, Inc. operates as independent agents, is not affiliated with any specific carrier, does not issue policies and cannot bind coverage. All provisions of the plans are set by the companies and cannot be modified by Halper Insurance Services, Inc. or its employees.
Comments: Halper Insurance Services, Inc. is an independent business dedicated to helping clients obtain coverage appropriate for their needs and budget. Insurance Policies and Health Plan memberships are only issued by their companies after they approve the submitted application forms.
The vast majority of businesses with 2-50 employees qualify for "Guaranteed Issue" policies. This means that the business cannot be declined coverage (and surcharged a maximum of 10%) regardless of the health of the employees. Based upon our experience, many companies with 10 or more employees qualify for a rate reduction from the standard price.
Most individuals are accepted for coverage under the standard plans offered by the carriers. Occasionally, rather than decline someone for coverage, a higher premium is charged. Individuals, however, can be declined if their medical history is sufficiently adverse, or it indicates the probability of future problems. In this case, we can supply you with information on HIPAA programs, if appropriate, or California's Major Risk Medical Program. Again, however, all decisions are made by the carrier. When the situation is questionable, we can usually call the carrier's underwriters and get an informal and non-binding tea-leaf reading.
Halper Insurance Services, Inc. does not provide any legal or tax advice. Although we can help you with the administration of your plan, questions about legal and tax issues should be referred to qualified specialists.
The final selection of the insurance policy or health plan remains the responsibility of the purchaser. Our function is to provide advice and guidance during the purchase process and thereafter during the lifetime of the policy or its successors. Factors may exist - family and personal health history, future residence plans, etc. - of which we may not be aware that might have affected that advice or may have resulted in us providing a different recommendation had we been aware of them. In addition, changes may occur over time that might render our prior knowledge incomplete, inaccurate or inappropriate for your current situation. Carriers periodically modify plan benefits and limitations. Please carefully read all materials received from the health plan to insure that your selected plan remains suitable for your personal situation.
